The plot involved lb of the drug being bought in Amsterdam and taken by car to an isolated stretch of coast in Normandy, France. From there it was to be placed on a small boat and taken overnight to Jersey and smuggled ashore under the imposing cliffs near St Catherine's Breakwater.

Warren was to take a sizeable share of the haul and, as the street value of drugs in Jersey is three times higher than in the UK, he expected to make a handsome profit. But despite his supposed wealth and influence, the plot foundered when his associates could not get the cash together. And thanks to massive police surveillance, codenamed Operation Flare in the UK and Operation Floss in Jersey, officers had been following his every move.

Convicted: Curtis Warren, 46, arrives at court in St Hellier today. He disappeared from the list the following year after he was jailed for drug dealing in the Netherlands. But prosecutors say Warren's wealth is still so vast and secure, he is one of the few people in the world who can obtain wholesale drugs on credit, enabling him to finance deals worth many millions of pounds.

Police sources say they have intelligence that he continued his drug trafficking activities even while in jail in Holland. His barrister, Advocate Stephen Baker, told the Jersey jury Warren was 'so sophisticated' he knew the length of the biggest drill bit that Customs held. This meant he could hide the drugs deep enough into the ingots that they would not be discovered. Although he was caught, the trial collapsed and Warren walked free after it emerged one of his co-conspirators, Brian Charrington, was a paid informant for Customs officers.

Eventually justice caught up with Warren and in he was convicted in Holland of smuggling lb of cocaine, lb of heroin, 2,lb of cannabis and lb of ecstasy. He was also convicted of possession of firearms and jailed for 13 years. Two years later he was further convicted of the manslaughter of a fellow inmate and had a further four years added to his sentence.

The cash is said to be laundered through properties across the UK as well as hotels and nightclubs throughout Europe. On his release from jail in June , Warren was refused a passport by the British, Irish and Portuguese governments.

Armed Dutch police escorted him on to a ferry and stayed with him until he walked ashore at Harwich in Essex. From that moment the UK's Serious Organised Crime Agency followed his every move as part of a 'lifetime offender management' programme. Similar operations are understood to have taken place to see what access he had to money and how he was paying his way during his brief period of freedom.

The police in Jersey even wrote to Advocate Baker, in a letter shown to the jury, asking how the lawyer was to be paid, given his client had no apparent income. Bill Hughes, director general of SOCA, said: 'Serious organised criminals don't suddenly stop just because they have been caught once. That is why when a criminal comes onto SOCA's radar, they stay there for life.

He was already planning his next operation from inside prison, and when he was released SOCA was waiting, watching, and listening. During the trial the jury heard the gang aimed to buy lb of the drug in Amsterdam and transport the consignment by car to the coast of Normandy, France, where it was to be placed on a boat to Jersey. Police surveillance teams and bugging devices caught Warren and Welsh arranging with underworld associates to obtain and transfer the cannabis haul - and claim his 'cut' of the profits.

Crown Advocate Howard Sharp, prosecuting, told the jury: 'Warren was the senior figure, he was the man at the top who pulled the strings. He was already planning his next operation from inside prison, and when he was released SOCA [the police] was waiting, watching, and listening'.

Police launched Operation Floss, a massive surveillance of Warren and his associates which led officers to embark on their own illegal conspiracy that threw the whole investigation into jeopardy.

On June 30, , just three weeks after being freed from prison in the Netherlands where he had served ten years for drug trafficking, firearms offences and manslaughter, Jersey Police were tipped off that Warren had arrived at Manchester Airport and paid cash for a plane ticket to the Channel Islands.

During the hour-long flight, officers were drafted from other departments to track his every move. Welsh, also from Liverpool, had been living on the island for some years and was already being monitored as a suspected drug dealer. But the arrival of Warren, whom was acknowledged by his own barrister Advocate Stephen Baker as 'known to every drug squad officer in the UK', gave the task greater significance. A public telephone box was bugged at least once and CCTV cameras were installed on the street outside the St Helier home of the gangster's girlfriend, Kimberly Lockley.

Pictures were taken of Warren and Welsh as they visited isolated St Catherine's Breakwater, where police believed the drugs were to be smuggled in.

Officers then learned that Welsh was planning to travel to Amsterdam to meet Warren's Dutch associate, Mohammed Liazid. Suspecting that he planned to negotiate the purchase and transfer of the cannabis, they resolved to extend the surveillance outside their legal jurisdiction.

But when France and Belgium refused, senior police in Jersey - which is not signed up to the European Convention on Human Rights - bugged the car anyway. Judge Sir Richard Tucker described the operation as a 'reprehensible' and 'unlawful' act, but officers argued it 'was for the better good'.

Warren's defence argued the officers were unreliable witnesses, but British Appeal Court judges, sitting in Jersey, ruled that the illegal recordings should be heard 'in the interests of justice'.

When the matter eventually came to trial, after two years of court hearings over the legality of the police's actions, there was again an unprecedented Jersey Police operation.

Security around Warren, who was held in a separate wing to the rest of the prisoners at Jersey's La Moye jail, was on a scale never before seen in the Channel Islands. Armed police guarded the entrances to the Royal Court and all staff and visitors, with the exception of the judge and jury, were frisked and had their bags searched.

The jurors, escorted to the trial each day under Special Branch guard, were also warned that their everyday activities would be under surveillance. As Warren travelled between jail and court, the prison van was accompanied by an armed police escort, and roads along the route were closed to traffic.
